Yes, that's a shirt Popeye is wearing. Technically it's my tank top with the straps tied around his neck. His allergies are still bothering him a bit and recently, his chest area has become somewhat irritated. The area is right where his harness is, so the harness is probably rubbing against his skin and further aggravating it. So the shirt is to shield his skin from the harness.
Obviously, it doesn't get in the way of his favorite activities.
I have pictures of Popeye wearing some panties too, but will only post them if he's really naughty.

OMG, the glare into the camera? The, "don't f*ck with me" attitude in that picture? I can't stop laughing...! Classic popeye moment!
I like all of the pics, but I think that my favorite is the one in which Popeye is chewing on Phoebe's leg, and it looks like she's about to say "Hey. . . knock that off!" There do seem to be a lot of pics of Popeye chewing on Phoebe's leg!
Hope his allergies get better soon.
